Belarusian Currency and Stock Exchange (BCSE)

The Belarusian Currency and Stock Exchange (BCSE)  was formed in 1998 in accordance with the Decree of the President of Belarus of July 20, 1998 №366 “On perfection of system of state regulation of the stock market”. 

The founders of the BSCE were the National Bank of the Republic of Belarus, the State Property Fund of the Ministry of Economics and a number of large Belarusian banks. The BCSE became the organiser of trading in the main segments of the organised financial market of the country (currency, derivatives, securities, and money market).

The Belarusian Currency and Stock Exchange carries out the following activities: organisation of trading and clearing, activities on electronic document system (SED) and providing information services. In addition, the BCSE performs the function of supporting indicative quotations on assets traded outside the trading floor, and acts as a central registrar of information about OTC securities transactions. 

Since March 7, 2016 the Belarusian Currency and Stock Exchange has been entitled to perform the National Forex Center functions. Since July 18, 2017, the BCSE heads the Council of owners of certifying nodes (Node Council). The Node Council defines for blockchain network functioning, including connecting order for new owners, connecting application tasks, technical requirements, tariffs on services, and other regulatory norms.

On 1 November 2017 the BCSE updated its listing rules, which included the introduction of a questionnaire for issuers of securities on the social and environmental aspects of the organisation's activities and corporate governance issues into the Appendix 2 of the Rules.

The Belarusian Currency and Stock Exchange is a member of the following associations:

  • The International Association of Exchanges of the Commonwealth of Independent States countries (IAEx of CIS);
  • the Federation of European and Asian Stock Exchanges (FEAS);
  • the Association of Belarusian banks (ABB);

It is also a partner exchange of the UN's Sustainable Stock Exchanges Initiative.

Mr Aukhimenia is Head of securities and investments at BPS-Sberbank. Prior to that he was  Deputy head of securities and investments at BPS-Sberbank. Between June 2004 – April 2011  he was chief economist of trade finance at BPS-Sberbank.
